心晴行動慈善基金由曾患抑鬱症的林建明小姐於2004年創辦，通過推廣、教育與服務三大範疇，致力推廣情緒病的知識，減少公眾的誤解及歧視，令患者及其家屬得到更多諮詢渠道、資源和幫助。

Joyful (Mental Health) Foundation is a non-profit making charitable organization, established in 2004 by Ms Victoria LAM Kin Ming, who once suffered from depression and anxiety disorders. Through diverse promotion, education and services, we aim to enhance the awareness of mental wellness in the community, to avoid misconceptions and discrimination, and to enable people who suffer from emotional disorders as well as their families to obtain useful resources and services.
